Memorandum forthe safeguard of the territorial integrity of the Democratic Republic of Congo

 

to

 

His Excellency Mister Jacob Zuma,

The President of the Republic of South Africa

Pretoria, Republic of South Africa

 

 

CONSIDERING the Charter of the United Nations, in its Chapter 1, Article 2, point 4.

RECALLING the Constitutive Act of the African Union, in its Article 3, points (b) and (f), and Article 4, points (b) and (g).

FURTHER CONSIDERING the Charter of the Fundamental Social Rights of the SADC, in its Article 4, points (b) and (c), and Articles 23.

REFERRING to the letters sent to His Excellency Mister the President, on 12th March and 5th of September 2014,

GUIDED by Our Constitution; the Constitution of the Democratic Republic of Congo (DR Congo), in its Title I, Chapter 1, Section 1, Article 1, paragraph 1; Title II, Chapter 4, Article 64; and Title III, Chapter 1, Article 74.

We, the Congolese Citizens living in the Republic of South Africa (South Africa), appeal toHis Excellency Mister the President,  for your distinguished assistance in your capacity of the President of South Africa being the role model of Democracy in the Southern African Region in particular, and in the African Continent in general, as well as the Chairperson of the SADC Troika (Political, Defence, and Security), to strongly recommend the implication of the primary sovereign to review the entire process of the delimitation of the boarders between DR Congo and Rwanda due to it most national interest for the safeguard of the security, sovereignty and the territorial integrity of DR Congo.

The implication of the primary sovereign in the revision process of the delimitation of the boarders consists of preventing further humanitarian catastrophes and destabilisation of DR Congo.

We hereby, appreciate in advance, His Excellency Mister the President, your personal intervention, attention and consideration reserved to the concern.
